It is very good to have your voice about Korean education. I hope our Korean students and if possible, Korean teachers can get together and discuss about what you have witnessed in Korean schools. A few things to correct : corporal punishment in schools is so illegal that teachers can receive severe penality if it is practiced.
According to the principal of the Daesung primary school, the tuition is 400US$ per month. Nevertheless, it is high as it is a private school. It is not all as most of parents spend more money for private tutoring. It is a such a pity that formal public education is not trusted in Korea.
